POSITION OVERVIEW:                                                                                                                                      
The Program Director of Substance Abuse Services is responsible for overseeing the administrative and clinical operation of the OASAS certified 822 Outpatient Treatment Program in Albany, NY. The program serves adults who have a primary substance abuse diagnosis and those diagnosed with co-occurring substance abuse and mental health disorders. In collaboration with the Senior Administrator of Outpatient and MAT programs, the Director will ensure that her/his programs provide services that are accessible, effective, compliant with all applicable regulations, guidelines, policies and procedures and financially sustainable. As part of the Outpatient Services management team, the Director will play an active role in developing and sustaining a comprehensive recovery-oriented outpatient programs. Director will be responsible for the oversight of administration and supervision for the Clinic.
KEY ESSENTIAL FUNCTIONS:                                                                                                                         
  • Direct the implementation of clinical policies, procedures, and programming in a manner resulting in seamless services and minimal disruption to patient care.
  • Educate and train staff in all Federal and State regulations, billing codes, and the required appropriate documentation resulting in minimal administrative revisions or loss of revenue.
  • Measure staff productivity and adjust to increase the utilization of care.
  • Provide individual supervision to CASAC counselors that includes individualized performance improvement goals based on counselor performance and needs.
  • Facilitates case conferences with behavioral health staff in a manner that enhances staff performance and patient outcomes.
  • Maintain employee performance documentation through conducting annual performance evaluations and regular coaching to all counselors.
  • Provide or accesses required initial and ongoing clinical training to increase staff competence.
  • Orient supervisees to company policies, treatment protocols, clinical guidelines, and regulatory requirements in a manner that ensures they fully understand all content.
  • Demonstrate organizational compliance with all appropriate professional standards, licensing and certification requirements, as well as funders’ conditions for the effective delivery of behavioral health care programming.
  • Evaluate the effectiveness and efficiency of the treatment program and services through valid and reliable performance indicators.
  • Seek and develop community resources, referrals, and supports that increase treatment options for counselors and persons served.
  • Monitor census and makes the necessary provisions/adjustments in counselor caseloads in a manner that supports an equal distribution of workload.
  • Cover counselors’ duties in the event of a planned or unplanned absence.
  • Participate in the recruitment, interviewing, and selection of the behavioral health staff.
  • Provide supervision to counseling staff in a manner that ensures assessments, treatment plans, progress reporting, and transition planning is conducted according to clinical and regulatory standards.
  • Conduct chart reviews and provides feedback to behavioral health staff resulting in performance improvement.
  • Participate in the preparation for audits by taking initiative and active role in the process.
  • Ensure counseling practices are conducted in a manner that adheres to the organizational and state code of ethics. Takes immediate action in the event of an ethics violation, according to organizational policy.
  • Participate in the revenue cycle meetings, annual budget process and service-mix by providing collaborative feedback and securing progressive financial sustainability.  
  • Master’s Degree in Social Work, Psychology of related Human Services field required.
  • LMSW/LMHC required; LCSW preferred. Must have CASAC credential or obtain within 12-months of hire.
  • Must have minimum of 3-years clinical work experience in the chemical dependence field.
  • At least six-years of experience in a supervisory, management or leadership role.
  • Must complete Clinical Supervision Foundations Training I and II within six months of hire and SBIRT, MAT, Ethics and Confidentiality online training within 30-days of hire. 
  • Knowledge of OASAS, OMIG, and other regulatory bodies.
  • Proficient computer skills including experience using an electronic health record.
  • Excellent engagement and communication skills. Strong follow-up skills required.
  • Must have ability to work collaboratively with colleagues inside and outside her/his department to achieve the agency’s mission and goals.
  • Must have excellent verbal and written communication skills, professional presentation and excellent interpersonal/customer service skills.
  • Specialized experience in mental health, trauma and family engagement are a plus.
  • Knowledge and experience of evidence-based practices, utilizing a person-centered approach.
  • Have strong knowledge of OASAS regulations; preferably 822.4
  • Ability to work in a culturally diverse environment.
  • Bilingual preferred.

  • All work is completed in the office.
  • Not substantially exposed to adverse environmental conditions (Typical of most clerical and administrative positions).

unusual or difficult aspects or tasks are explained. There are regular checks of tasks for quality and quantity of work.
