Job Description

An accounting firm that is part of a disaster recovery/rebuilding program seeks a Project Analyst.  The Project Analyst shall combine skills in contract management, financial management and projection, accounting and invoicing, reporting, grant management and federal compliance. The Project Analyst's duties will include monitoring the health and performance of Disaster Recovery contracts, maintaining the velocity of payments through billing and invoicing, managing subcontracts, and maintaining compliance with agency-specific, state, and federal compliance regulations.
Job Description:
Contract Management:
▪ Support contract management and reporting of professional services and or other contracted services
▪ Participate in contract negotiations, accompanied by other Senior Management, with Client(s)
▪ Process change orders, extensions and revisions to contracts and task orders by preparing proposals, projecting financial/resource needs and allocation, and tracking Client review process
▪ Write and review subcontracts for construction and professional services ($10K - $10+ MM)
▪ Act as project controls resource for scope, schedule, cost, risk, and or budget data management. Review contracts and task orders and facilitate full execution as needed
▪ Maintain Meeting Minutes for project status meetings with contractors
Financial Management:
▪ Anticipate contract overages and minimize risk by planning change order proposals, cost-saving measures, or other solutions
▪ Monitor and ensure the rapid payment of all subcontractors and vendors in adherence to mandated prompt payment guidelines. Supervise all aspects of payment remittance process
▪ Prepare monthly invoices for multiple, concurrent task orders/contracts utilizing internal or Client-provided invoicing templates for fixed fee / unit price invoices
▪ Prepare comprehensive qualitative and quantitative “deliverable reports” on a monthly basis that present deliverables accomplished in a manner that justifies payment
▪ Prepare monthly invoices for multiple, concurrent task orders/contracts utilizing internal or Client-provided invoicing templates using a time & materials billing methodology
Compliance Management:
▪ Report status of contracts, vendors, compliance
▪ Support and or conduct construction related audits by performing quality assurance and or control reviews of existing documents
▪ Continually track compliance with New York State Minority / Women-owned Business Enterprise Goals and Service-Disabled Veteran Owned Business (SDVOB) Goals, requiring subcontracting 30% of overall contract amount to NYS-certified MWBEs and 6% of overall contract amount to SDVOBs
▪ Support MWBE and other compliance efforts
▪ Update state agency’s databases

Job Requirements

Job Specifications (Minimum Requirements):
Knowledge and Experience Requirements:
▪ 1-3 or more years of experience with New York State law and funding requirements
▪ 3 or more years of experience with Federal HUD funding, especially HUD and CDBG Disaster Recovery funding
▪ 3 or more years of experience in one or more of the following fields: Contract Management and Contract Law, Procurement, Federal Compliance, Infrastructure Construction, Disaster Recovery and Hazard Mitigation (HUD and/or FEMA), Project Management, Grant Administration and Management
▪ Intensive experience in complex web-based contract management, document management, project management systems (e.g. Primavera, Elation Systems, or equivalent)
▪ Candidate must be able to manage multiple high priority, daily, weekly, and monthly tasks with variable priorities and timelines
Educational Requirements:
▪ Bachelor’s and/or Advanced Degree required
▪ Professional Certifications preferred but not required
