The Ryan White Part C Program Director is responsible for overall management and coordination of the Part C Program. Strong program managerial skills and excellent grant-writing are key to lead and supervise the day to day functions of the Ryan White program (Part C - which provides comprehensive primary HIV medical care and support services in an outpatient setting for people with HIV through Early Intervention Services program grants). The primary purpose of this position is to manage day to day aspects of the Program, in alignment with the Ryan White HIV/AIDS Program (RWHAP) statute. Administrative responsibilities include the preparation and submission of all related grant applications, oversight and monitoring of the Program's medical case managers and administrative support staff, fiscal budget, project planning, assessment, implementation, and the development and execution of Program policies and procedures, and all related evaluations. The program manager must be able to work a flexible.

The salary for this position is $80,000/Annually

KEY ESSENTIAL FUNCTIONS:                                                                                                            
  • Responsible for ensuring that services supported with Health Resources Services Administration (HRSA) RWHAP funds fall within the legislatively-defined range of services for the Ryan White program as well as ensure set quality measures are being met or worked towards.
  • Manage day to day activities in this critical role in helping diagnose, treat, prevent, and respond as part of the "Ending the HIV Epidemic: A Plan for America" initiative
  • Monitor funds intended to support only the HIV-related needs of eligible individuals while making a connection between any services supported with HRSA RWHAP funds and the intended client's HIV care and treatment, or care-giving relationship to a person living with HIV (PLWH)
  • Supervise medical case management and other administrative support staff in alignment with RWHAP service definitions
  • Responsible for program recruitment and talent management strategy, ensuring environment of diversity and inclusion, payroll, coaching, training, disciplinary action, performance review and developing internal talent for non-provider staff within the Program.
  • Collaborate with the Regional Director, Sr. Admin of CHS, Grant Manager, Chief Medical Officer (CMO) and QI Team to establish quality goals, objectives, and strategies for the Ryan White Program performance and outcomes to ensure effectiveness and efficiency in accordance with HRSA and Cooperative Health regulatory guidelines.
  • Responsible for the fiscal management of the program to include tracking expenditures, invoicing, and procurement of goods certifying costs are eligible and within the allotted budget. In addition, works with finance departments for budget development and modifications, ensure funds are expended in a timely manner and identify funding opportunities and facilitate the procurement of such funds. This includes the facilitation of annual competing and non-competing grant applications for Ryan White Program
  • Plans, coordinates, updates, and facilitates (as needed) meetings, training manuals, policies and procedures, and program guidelines to assist in the development of Ryan White Program staff and keep staff up-to-date on program issues, patient issues, new program development, and quality assurance issues to include participating in quality management meetings to create quality goals
  • Functions as the liaison between the Part C Program, partner organizations and HRSA project officer as needed. Regularly monitors the HRSA web-site and EHB, researches, orders and/or develops HIV related educational material and programs for patients and providers while keeping current with scientific advances affecting HIV Care and Treatment.
  • Write and develop grants for both continued funding under Part C, progress reports as well as other HIV-related grant opportunities to support the Community Health Services program.
  • Develop, manage and execute a Part C strategic plans, review community surveillance data to develop a needs assessment and identify area of opportunity on regular basis. Present the strategic plan at key management meetings as well as to the Board of Directors.
  • Other duties relevant to the position as required including assisting with the development of public relations and communications strategies to support program goals and increase community awareness, supervise line staff by articulating expectations, displaying model behavior, maintaining open lines of communication and being clear about roles and relationships, and identify open positions and follow hiring and training procedures in a timely manner.
 
 
REQUIREMENTS:                                                                                                                                  
  • Bachelor's Degree in Public Administration, Social Work Administration, Management or Health related field required. Master's level preferred.
  • Background in social work (LMSW or LCSW) preferred.
  • Five (5) years of professional experience involving program planning and development, particularly in HIV/ AIDS education, prevention care and treatment.
  • Previous supervisory/managerial experience required. Ability to handle multiple projects simultaneously required.
  • Excellent oral and written communication skills required.
  • Experience in grant writing and fiscal monitoring is required.
  • Experience in project management preferred.
  • Ability to frequent various program sits throughout New York City
  • Demonstrated proficiency in Microsoft Word, Excel, PowerPoint is required.
  • FQHC Article 28 experience
  • Multi-level experience with EMR or Electronic Medical Record and Practice Management.
